Mr. Mayer served as the Lockheed Martin Corporation’s Director of Homeland Security where he helped Lockheed Martin develop its strategic approach to the homeland security market, and then worked with its lines of business to tactically execute on that strategy. Mr. Mayer enabled Lockheed Martin to more effectively navigate homeland security at all levels of government and internationally. He also provided Lockheed Martin with innovative solutions to enhance the company’s position as a thought leader in homeland security issues.
As a senior executive at the U.S. Department of Homeland Security, Mr. Mayer played a major role in many of the key programs and initiatives at the Department. He acted as a trusted advisor to the Secretary and the Deputy Secretary on all policy and operational issues facing the Department. As the head of the Office of Grants and Training, Mr. Mayer spearheaded the efforts to transform domestic preparedness to meet the demands of the ever-changing threat environment.
Mr. Mayer served as the Deputy Director for the Colorado Department of Regulatory Agencies, which oversaw more than 590,000 licensed professionals – from accountants to veterinarians – and critical infrastructure industries including banking, securities, insurance, telecommunications and energy. He co-developed Colorado’s award-winning Regulatory Notice system and guided the department’s administrative, budgetary, personnel, and legislative teams.
As a political advisor, he assisted in policy and strategy development, including working with candidates on debate preparation, press relations, and positioning.
As an accomplished attorney, Mr. Mayer represented clients in matters ranging from employment discrimination cases to product liability actions, and successfully defended several cases in federal court and private arbitration.
Mr. Mayer is a Lincoln Fellow with The Claremont Institute for the Study of Statesmanship and Political Philosophy, an American Marshall Memorial Fellow with The German Fund of the United States, and an Adjunct Professor at The Ohio State University. Mr. Mayer has published several innovative public policy articles with The Heritage Foundation, and has co-hosted several policy roundtables involving stakeholders on matters ranging from homeland security and the private sector to the impact the Federal Communication Commission’s Triennial Review would have on telecommunications investment and activities.
Mr. Mayer, a native of Ohio, attended the University of Dayton, graduating cum laude with a double major, and earned a law degree from The Ohio State University College of Law.
